Converting your driver’s license in Israel can feel confusing, especially when your visa status affects the process. Here’s a clear step-by-step guide based on real experience to help you navigate it smoothly.
Do You Need an Appointment?
If you DON’T have a Teudat Zehut (TZ):
You don’t need an appointment. Just go directly to the office, and they’ll issue you a temporary ID number (often called the “fake TZ” – starting with 89).
If you DO have a Teudat Zehut number:
You must book an appointment in advance through the official website:

Look for the option “convert DL for foreign residents.”
Documents You Need to Bring
Make sure you have:
Original driver’s license
Passport
Entry/exit form
Teudat Zehut (or temporary TZ number)
Translation Requirements
This depends on:
The clerk handling your case
The country your license is from
Some people are asked for translations, others aren’t, so be prepared just in case.
Health Declaration
You’ll need to fill out a health declaration form before or during the process.
Eye Test (If Requested)
Not always required
If needed, you’ll be sent to a different location

After completing it, you can return to the office the same day.
Payment & Temporary License
Once approved:
Go to the payment machine
Pay 44 NIS
You’ll receive a temporary paper license → you can start driving immediately
If you already have a physical Teudat Zehut card, you don’t need to carry the paper with you.
Important Tip
If you leave for the eye test:
You don’t need a new number when you return
Go back directly to the same clerk to continue your process
Validity of Your License
Your Israeli license will be valid until your visa expires.
When you renew your visa:
Book a new appointment
Update your license validity
Real Experience: Holon Branch
At the Holon branch:
Arrive 20 minutes early
There’s a security check and queue at the entrance
If you’re late, you may lose your turn
Good to know:
Waiting time was short (around 15 minutes)
The clerk spoke English and was friendly
But: don’t rely on luck, a big smile can go a long way. Some clerks may seem strict, but your attitude can really change the experience.
